The launch of the CCATF in December 2007 signified the emergence of a cross industry consensus on the scale and depth of the skills shortage in the construction industry. The increasing flow of Eastern European migrant workers back home to their home countries was a clear indication that we needed to train thousands in order to have a sustainable skill base to meet the needs of our industry going forward.
